Excellencies,

Distinguished Guests,

Dear Friends,

I feel very honored and pleased today  to be among this audience  who represents the United Nations  and our friends in the world.

I am happy to offer the Rafik Hariri award on behalf of my beloved husband,  and in his memory, to a remarkable leader  and a great friend of Lebanon,  Prime Minister Recep Tayyip Erdogan. 

I want to thank the UN-Habitat  and Ms. Anna TIBAIJUKA  for their efforts to make this event a success.

My special thanks also go to the Brazilian people and leadership for hosting us in their beautiful country  who has welcomed the Lebanese for more than one hundred years.

I would like to thank my family  for their support and encouragement. My dear children, I have found comfort in your love since the tragic loss of your father,

our dearest Rafik.

Please allow me  to share with you my thoughts and feelings in Arabic.

I am certain that Rafik  would have been very happy and proud  to address the world,  in his mother tongue.

Ladies and Gentlemen,

I carry a message of peace from my country, Lebanon, the message-nation.

A message of peace from the Lebanese people who joined hands and scarified souls to rebuild their country that was shattered by repeated acts of violence and hatred.

I carry the message of a land which history is marked with the struggle of its people, and the blood of its martyrs.

I carry the message of Martyr Prime Minister Rafik Hariri.

The people of Lebanon achieved the miracle of normal life after long years of wars and destruction. We created a living example of rebirth and a model of tolerance, perseverance and steadfastness.

However, how can we preserve these values in our country? How can we eradicate the despair that is rooted in our nation? while still suffering from the occupation of our land and from lack of freedom and rights?

How can we convince our citizens of a better urban future, while many homes are demolished every day and children are killed or left on the streets with no shelter?

How can our region become a zone free of weapons of mass destruction while violations of our land, water and airspace continue every day, in breach of UN resolutions and human values and principles?

Six years ago, Prime Minister Rafik Hariri received the Special Citation of the Habitat Scroll of Honor Award of the UN-HABITAT in recognition of his achievements in rebuilding Lebanon.

Today, I am very honored to represent him on this special occasion in a country that we respect and cherish. I will always remember the warm welcome that my life companion and I received when we visited Brazil and the affection of the friendly Brazilian people and President Lula da Silva.

I am very proud to present on behalf of my beloved husband the Rafik Hariri UN-Habitat Memorial Award to a remarkable statesman and a great friend of Lebanon, Prime Minister Erdogan, whose exceptional success story will be written in the history of good governance and human development. I thank UN-HABITAT for holding you in high esteem in recognition of your outstanding leadership as Mayor of Istanbul when you hosted them in 1996. Who would have recognized 12 year later this contribution of yours would come to be so appreciated.

It is with great pleasure that I present to your Excellency, Prime Minister Erdogan, this precious award that commemorates the imperishable memory of Martyr Prime Minister Rafik Hariri and his great legacy in the history and the future of the nations and the rebuilding of communities and their settlements.

However, it causes me grief that Prime Minister Hariri is not with us to share these special moments. Words can never express the profound grief that I share with my family and my son Saad whom I am happy to represent today and who pledged to pursue the national work of his father and follow his steps on the road to Lebanon’s freedom, sovereignty and stability.

Today, I am honored to bestow on behalf of my soul mate, Premier Rafik Hariri, this international award, which was granted to him at the beginning, to the person who deserves it.

Ladies and Gentlemen,

Our great martyr expressed Lebanon’s message in every venue, and I am pleased to share it with you today.

We, the Arab people, have chosen peace, development and construction. We adopted the Arab Peace Initiative during the Arab League summit which Beirut hosted in 2002, and that Martyr Prime Minister Rafik Hariri spared no effort to make a success.

We decided to work together for a world that respects humankind and people’s rights to proper shelter, food, medical care, education and free speech.

Martyr Prime Minister Rafik Hariri was assassinated by terrorist hands. However, terrorism was unable to kill his dreams and goals. The international tribunal will reveal the truth, by God’s will, and justice will be served in Lebanon, in order to protect our country, our people and our nation from terror. Lebanon and the Middle East region will hopefully remain, as Rafik Hariri dreamt of; a haven of peace, tolerance and justice.

Let us recall together how Martyr Prime Minister Rafik Hariri expressed these values in his own words.

أّيّها الأحبّة،

من لبنان من البلد الرسالة، أحمل رسالة سلام.

سلاما من شعب قرّر أن يبني وطنه بيديه وبدمه كلّما هدمته الأحقاد. سلاما من أرض روتها قطرات من تعب أبنائها ومن أرواح شهدائها.

وسلاما وتحيّة من روح الرّئيس الشّهيد رفيق الحريري. لقد حقّق شعب لبنان معجزة الطّبيعيّة بعد حرب ودمار. وصنع من وطنه نموذجا لإعادة النّهوض، ومثالا للتّسامح والمثابرة والصّمود.

ولكن كيف يمكننا أن نحافظ على هذه القيم في بلدنا؟ كيف نستأصل اليأس من الأمّة؟ وأرضنا ما زالت محتلّة وحريتنا مسلوبة وحقوقنا مصادرة.

كيف نقنع مواطنينا بمستقبل حضري أفضل وما زالت المنازل تهدم كلّ يوم على رؤوس أهلها، ويدفن الأطفال أو يشرّدون في الطّرقات ويتركون بلا مأوى.

كيف تصبح منطقتنا منزوعة السلاح في حين يتواصل انتهاك حدودنا برّا وبحرا وجوّا كلّ يوم، وتخرق قرارات الأمم المتّحدة، وكلّ الأعراف والشّرائع الإنسانية.

قبل ست سنوات، كان الرّئيس رفيق الحريري يتسلّم جائزة الشّرف التي منحه إيّاها برنامج الأمم المتّحدة للمستوطنات البشرية تقديرا لإنجازاته في إعادة إعمار لبنان.

واليوم أقف بكل فخر في هذا البلد العزيز حيث رافقت الرئيس الشهيد رفيق الحريري في زيارته إلى البرازيل. ولا يمكنني أن أنسى الحفاوة التي أحاطنا بها شعبه الكريم وفخامة الرئيس لولادا سيلفا.

أقف أمامكم بكل اعتزاز لأقدم نيابة عن الرئيس الشهيد جائزة رفيق الحريري الدّولية لصديق كبير للبنان، ولزعيم ورجل دولة من الطراز الأوّل سجّل حكاية نجاح استثنائية في تاريخ الحكم الصّالح والتنمية البشرية. أودّ أن أشكر موئل الأمم المتّحدة لتكريمكم وتقدير قيادتكم البارزة يوم كنتم عمدة اسطنبول واستضفتم الموئل سنة ألف وتسعمائة وست وتسعين. إنّ هذا الاعتراف بما أنجزتم بعد اثني عشر عاما هو بالفعل موضع تقدير.

إنني سعيدة جدا بأن أقدم هذه الجائزة العزيزة على قلبي إلى دولة الرّئيس أردوغان لأنّها تخلد اسم الرئيس الشهيد رفيق الحربري وإنجازاته الإنسانية في ذاكرة الأمم ومستقبلها، وفي مسيرة إعادة بناء المجتمعات والمستوطنات البشرية. يؤلمني اليوم ألاّ يكون الرئيس رفيق الحريري موجودا بيننا. هو شعور يصعب عليّ تجسيده. يعتصر قلبي وقلب عائلتي وابننا سعد الذي كلّفني تمثيله وحمّلني سلامه وتحياته، وقد أخذ على عاتقه عهدا بأن يكمل مسيرة والده الرّئيس الشهيد رفيق الحريري وأن يواصل نهجه الذي يكرس الحرية والسيادة والاستقرار في بلدنا الحبيب لبنان. وها أنا اليوم أمثل رفيق عمري في الجائزة الدّولية التي منحت الرئيس رفيق الحريري في البداية وها هي الآن تمنح باسمه لمن استحقّها.

أيّها الحفل الكريم،

هي رسالة لبنان، كررها شهيدنا الكبير من كل منبر اعتلاه، ويسعدني أن اؤكدها أمامكم اليوم.

نحن العرب اتّخذنا خيار السّلام والتنمية والبناء، فوقّعنا المبادرة العربية للسلام في القمّة العربية التي استضافتها بيروت سنة ألفين واثنين ولم يوفر الرئيس رفيق الحريري جهدا لإنجاحها.

لقد قرر أن نعمل معا من أجل مجتمع دوليّ يحترم الإنسان ويصون حقوقه في الحصول على المسكن الملائم، والغذاء والدّواء، والتعليم والتعبير. لقد اغتال الإرهاب الرئيس الشهيد رفيق الحريري إلا أنّه لم يقض على أحلامه وأهدافه، وإنّ المحكمة الدولية ستكشف الحقيقة وتحقق العدالة بإذن الله لترفع الظّلم والإرهاب عن أرضنا وشعبنا وأمتنا حتى يبقى لبنان ومنطقة الشرق الأوسط كما أراد الرئيس الشهيد رفيق الحريري ملاذا للسلام والتسامح وموطنا للعدالة.

واسمحوا لي الآن أن أترك الكلمة، لدولة الرئيس الشهيد رفيق الحريري. فمن أكثر منه يقدر أن يعبر عن كل هذه المشاعر عن لبنان

الرسالة لبنان السّلام والتسامح والعدالة.

Ladies and Gentlemen,

We want peace and an independent state for the Palestinians. We want peace and free Lebanese and Syrian occupied territories.

Moreover, we want Iraq to regain its freedom, independence and unity and its state to work again for its people who suffered irrespective of their religious or ethnic background.

Of course, we want peace to all people of the Middle East, not only for the Arabs but also for Israel, for the Arabs, for everyone who lives in the Middle East. We are a people who believe deeply in peace, tolerance and justice, and we would love to live in peace for our children and grandchildren, and for Israel’s children and grandchildren. We look for things equally. We think that if Israel wants really to live in peace with its neighbors, the chance is always there and all what it needs is to respect the UN resolutions, withdraw from the Palestinian territories, the Lebanese territories and the Syrian territories, and let the Palestinians live in an independent Palestinian state as any other country in the region.

We want pressures on our peoples and states to cease so we can work normally for growth and progress and for active participation in the present and future of the world.
